The UN Security Council vetoed one and voted against another draft resolution on Venezuela.
The vote took place a day after the UN political chief Rosemary DiCarlo briefed the Council on the escalating crisis gripping the South American country. She reported that according to Colombian migration authorities, at least 285 individuals were injured on the Colombian side and the UN human rights office confirmed four deaths and 64 injuries on the Brazilian border following violent incidents at different points along the borders with Brazil and Colombia, as the Venezuelan security forces blocked the aid supplies coming into the country over the weekend.
Two draft resolutions, tabled by the United States and the Russian Federation respectively, were turned down by the Council – the US draft was vetoed by the permanent members Russia and China, while the Russian proposal failed to gather needed majority of votes.
Speaking after the vote on the US draft, Elliott Abrams, U.S. Special Representative for Venezuela said,
“by voting against this resolution, some members of this Council continue to shield Maduro and his cronies and prolong the suffering of the Venezuelan people.”
Abrams also said, “this man-made crisis has extended well beyond Venezuela’s borders and threatens to destabilize the region” and that the US “will remain steadfast in our support for the legitimate Guaido government and the National Assembly.”
The US diplomat also said, “we look forward to genuinely free and fair elections and to a government that reflects the will and aspirations of the Venezuelan people” and promised that the US will pursue “all avenues to increase humanitarian assistance to Venezuelans both inside and outside their country.”
For his part Vassily Nebenzia, Permanent Representative of the Russian Federation to the United Nations said, “we were forced to use the veto because the US draft was not geared towards resolving the problems in Venezuela.”
The Russian explained that “for this reason, we proposed an alternative draft resolution that could have helped to the Venezuelan people to independently, without a foreign intervention resolve their problems.”
Accusing the United States for “trying to wage an indirect and mercenary war with armed irregular groups” the Venezuelan ambassador to the UN, Samuel Moncada, demanded “from this Security Council, a clear pronouncement condemning and prohibiting the use of military force in all its forms and ways against Venezuela.”
Expressing his frustration with the deadlock of the Council, Diam Triansyah Djani, Permanent Representative of Indonesia to the United Nations said “this is undoubtedly a collective failure. A failure of us fifteen that are seated at this table. Because we all came here today knowing that we will not reach the needed consensus for the adoption of a resolution.”
After abstaining from the vote on both resolution, the Indonesian ambassador summarized his vote:
“Both draft resolutions are incomplete, as they are not comprehensive enough and have become overly politicized. Thus, both drafts would neither be useful nor helpful to the cause of insuring the interest of the people of Venezuela.”
Nine countries voted in favour of the US resolution: US, UK, France, Belgium, Germany, Poland, Peru, Kuwait and the Dominican Republic, while three: the Russian Federation, China and South Africa voted against. Another three: Indonesia, Cote d’Ivoire and Equatorial Guinea abstained.
Four countries: Russian Federation, China, Equatorial Guinea and South Africa voted for the Russian draft which was turned down by seven others: Germany, Poland, Peru, France, Belgium, UK and US while another four: Indonesia, Cote d’Ivoire, Dominican Republic and Kuwait abstained.
El Consejo de Seguridad de la ONU vetó uno y votó en contra de otro proyecto de resolución sobre Venezuela.
La votación se llevó a cabo un día después de que la jefa política de la ONU, Rosemary DiCarlo, informó al Consejo sobre la escalada de la crisis en el país sudamericano. Informó que según las autoridades de migración colombianas, al menos 285 personas resultaron heridas en el lado colombiano y la oficina de derechos humanos de la ONU confirmó 4 muertes y 64 heridos en la frontera con Brasil luego de incidentes violentos en diferentes puntos a lo largo de las fronteras con Brasil y Colombia, ya que las fuerzas de seguridad venezolanas bloquearon el suministro de ayuda al país durante el fin de semana.
El Consejo rechazó dos proyectos de resolución presentados por los Estados Unidos y la Federación de Rusia, respectivamente. Los miembros permanentes, Rusia y China, vetaron el proyecto de los Estados Unidos, mientras que la propuesta rusa no logró reunir la mayoría de votos necesaria.
Hablando después de la votación sobre el borrador de Estados Unidos, Elliott Abrams, Representante Especial de los Estados Unidos para Venezuela, dijo: «al votar en contra de esta resolución, algunos miembros de este Consejo continúan protegiendo a Maduro y sus amigos y prolongando el sufrimiento del pueblo venezolano».
Abrams también dijo que «esta crisis provocada por el hombre se ha extendido mucho más allá de las fronteras de Venezuela y amenaza con desestabilizar la región» y que Estados Unidos «seguirá siendo firme en nuestro apoyo al gobierno legítimo de Guaido y a la Asamblea Nacional».
El diplomático de los Estados Unidos también dijo: «esperamos elecciones genuinamente libres y justas y un gobierno que refleje la voluntad y las aspiraciones del pueblo venezolano» y prometió que EE. UU. buscará «todas las vías para aumentar la asistencia humanitaria para los venezolanos, tanto dentro como fuera de su país «.
Por su parte, Vassily Nebenzia, Representante Permanente de la Federación Rusa ante las Naciones Unidas dijo: «nos vimos obligados a usar el veto porque el borrador de los Estados Unidos no estaba orientado a resolver los problemas en Venezuela».
El ruso explicó que «por esta razón, propusimos un proyecto de resolución alternativo que podría haber ayudado al pueblo venezolano a resolver sus problemas de manera independiente, sin una intervención extranjera».
Acusando a Estados Unidos por «intentar librar una guerra indirecta y mercenaria con grupos armados irregulares», el embajador de Venezuela ante la ONU, Samuel Moncada, exigió «a este Consejo de Seguridad, un pronunciamiento claro que condene y prohíba el uso de la fuerza militar en todas sus formas contra Venezuela».
Expresando su frustración por el estancamiento del Consejo, Diam Triansyah Djani, Representante Permanente de Indonesia ante las Naciones Unidas, dijo que “esto es, sin duda, un fracaso colectivo. Un fallo de los quince que estamos sentados en esta mesa. Porque todos vinimos hoy aquí sabiendo que no alcanzaremos el consenso necesario para la adopción de una resolución «.
Después de abstenerse de votar sobre ambas resoluciones, el embajador de Indonesia resumió su voto: “Ambos proyectos de resolución están incompletos, ya que no son lo suficientemente completos y se han politizado demasiado. Por lo tanto, ambos borradores no serían útiles ni útiles para asegurar el interés de los venezolanos ”.
Nueve países votaron a favor de la resolución de los Estados Unidos: Estados Unidos, Reino Unido, Francia, Bélgica, Alemania, Polonia, Perú, Kuwait y República Dominicana, mientras que tres: la Federación de Rusia, China y Sudáfrica votaron en contra. Otros tres: Indonesia, Cote d’Ivoire y Guinea Ecuatorial se abstuvieron.
Cuatro países: Federación de Rusia, China, Guinea Ecuatorial y Sudáfrica votaron por el borrador ruso que fue rechazado por otros siete: Alemania, Polonia, Perú, Francia, Bélgica, Reino Unido y EE. UU., Mientras que otros cuatro: Indonesia, Cote d ‘ Ivoire, República Dominicana y Kuwait se abstuvieron.
